I think your approach and your equation are correct. All you have to do is solve for X. From your equation:
X - 0.22*X = 199.68
X*(1 - 0.22) = 199.68
X*0.78 = 199.68
X = 199.68/0.78
X = 256.00
----------
So she can purchase $256.00 worth of groceries for the $198.68 that she has. Hope this helped.
